You will receive this mission automatically after arriving at Koani province.

The Santa Blanca lieutenant is in the middle of the train graveyard.
There are 20 enemies in the area. If you are detected, lieutenant will try to escape, so you should follow and grab him.
We now have confirmation that Reed is operating a human trafficking network in Koani. The cartel lieutenant at the train cemetery gave up a list of villages Reed likes to target. This list will help create a detailed picture of Reed's network.
