El Cerebro has built a flotilla of three submarines that are capable of making the run from Caimanes all the way to Florida. This represents a major increase in the cartel's smuggling capability, and it must be stopped. Locate and destroy these submarines.
To start this mission you need to acquire major intel in Caimanes province. You can also unlock this mission by proximity.

If you want to avoid shooting, then you should stealth swim directly to the boat, and destroy it with a grenade, e.t.c. You can also use the drone and call the rebel mortar.
The destruction of El Cerebro's submarine is a major blow to the cartel's seaborne smuggling operations, and will help restrict the flow of Santa Blanca cocaine into the US.
