La Carcel del Pueblo is a prison high up in the mountains where high-ranking rebel prisoners are taken for interrogation. Free the rebel prisoners and find one that can provide information about the disappearances.
To start this mission you need to acquire major intel in San Mateo province. You can also unlock this mission by proximity.

For easy mode approach prison area from west side. It will allow you to silently kill all / most of the enemies.

One of the rebel leaders we freed at La Carcel del Pueblo identified the buchon of San Mateo as El Pozolero, a man who makes enemies of the cartel disappear by dissolving them in vats of caustic chemical.
