Sueño's put the word out that he wants to negotiate. Though it's possible we've hurt him so much that he wants to talk peace, it's more likely he's planning an ambush. Two can play that game. Go to the meet. If Sueño turns up, kill him.
You will receive this mission after completing the first Santa Blanca Operation / defeating the first of the four "head" bosses: El Cardenal, El Muro, Nidia Flores / The Beauty Queen or El Yayo.
