To start this quest you need to talk to Spirit of Syrus Oates. When, during a conversation, you have to choose between "Release the spirit's hand." and "Scream." you have to decide to release his hand.
We communed with a mute spirit, and learned that his name was Syrus Oates. He was burned alive by Pigsbane, a Lone Wolf, but did not scream despite the agony. He now wants Pigsbane dead.
