To start this quest you should find Hannag and kill Magisters (lvl 13) who are trying to capture her. Then you should offer your help.
Hannag asked us to seek out her apprentice, Gwydian. Last she heard, he was at his parents' house in the Blackpits area - now she's concerned for his safety.
