To start this mission you should speak with Louisa Reyez whom you will find in the underground district of New Atlantis, which is the Well. you can find her by following the "Investigate brown-outs in the Well" activity.

Louisa Reyez is investigating a power drain in the Well, and may need some help. I should speak to her if I want to assist.
Talk to her to find out what she needs to do.
I've agreed to help Louisa Reyez track a power drain in the Well in New Atlantis. I need to locate a series of power junction boxes and turn them off.
Louisa will give you directions on where to go to find the boxes. The first three should not give you the slightest trouble, they are in easily accessible places and at most you have to open a door of some kind. Find them and activate them.
The last, fourth junction box is behind a locked door. To open them you must solve a simple puzzle.
There are 4 boxes on the left side. You have to use them to light the four lights behind them in green. In my case, it was enough that I interacted with the first and second boxes on the left.
When you do it correctly then the door to the room with the last box will open and you will be able to interact with it.
I've finished powering down the junction boxes, and need to return to Louisa Reyez to find out what she's learned.
To complete this mission, return to Louisa and talk to her, you will receive 75 XP. She will locate the source of the problem and will have another task for you - "Alternating Currents".
I helped Louisa Reyez as she investigated a power drain in the Well in New Atlantis. By deactivating a series of junction boxes, she was able to trace the source of the drain to the Trade Authority.
After completing this mission, you will be able to play the mission Alternating Currents.
