To start this quest you should talk to Zawadi Wade which you will find in the residential district of New Atlantis. When you agree to help her she will give you a letter and 1,000 credits as upfront payment.
I met a woman in the Residential District named Zawadi, who asked me to deliver a letter to her pen pal in Cydonia.

To deliver the letter you have to go to Cydonia located on Mars meaning you have to visit the solar system.
When you reach Cydonia then go to the residential area and find Haddie Gustavsson. It will complete the mission. You will receive 100 XP and 1800 Credits.
