To start this mission you should, once you arrive in New Atlantis, go to the UC Security Office (UCSEC) building and talk to Sergeant Yumi who will offer you a job. Accept it.

Head to the MAST Building and take the elevator to the "Defense Research / Health and Human Services / Aegis" floor. Find Agent Plato and speak with him. He will tell you where the package is.
