To start this mission you need to talk to Landry Hollifeld who will ask for your help in recovering the debt. You will find him in the GalBank office in New Atlantis.

I've been given a job from GalBank to collect some delinquent debt. Landry Hollifeld would prefer I handle it non-violently, if possible.
Note: The name of the person from whom the debt is to be collected may be random. The planet to travel to is also likely to be random.
Travel to the given planet land on it at the indicated place, most likely it will be a military post, find Dieter and talk to him. To end this meeting peacefully you must succeed in persuading him. If you fail to do so then he will attack you and you will have to kill him.
GalBank's debt has been collected. Now I just need to return to Landry Hollifeld in New Atlantis to get paid.
Return to GalBank to inform Landry that the task has been completed. This conversation will end this mission and you will receive your due reward - 5500 Credits.
I've dealt with one of GalBank's deadbeats and got rewarded for my efforts. But there are always more fish in this particular sea.
