To start this mission you should speak with Vicente Salinas whom you can find in the Apex Electronics shop in the underground district of New Atlantis, which is The Well.
Vicente Salinas told me that if I pick up a package from Red Mile, he'll do business with me.

This mission will require you to fly to the planet Porrima III located in the Porrima system, as that is where Red Mile is located.
After landing on the planet, find a small package lying outside near one of the buildings.
I have Salinas's package. I need to deliver it to him.
Return to Vicente and hand him the package. As promised, he will open the adjacent room and you will be able to trade with him. You will receive 100 XP and 1800 Credits for completing this mission.
I delivered the package to Salinas, and now I have access to Salinas Hardware.
