To start this mission you need to talk to Nyssa Marcano again some time after you have completed her previous mission which was "Liquid Assets". You will find her in the same place, which is her bar in the Viewport building in New Atlantis.

Nyssa Marcano is looking for her friend Sasha, who was supposed to be scouting business locations in the Well. She suggested I start by asking for Sasha in Kay's Place.
I'm looking for Nyssa Marcano's friend Sasha, who might be found in MedBay in the Well.
Sasha Alessio landed in MedBay after tangling with some thugs in a section of the Well that might be useful for Nyssa Marcano's business. She's asked that I try and deal with them instead.
I've found Sub 12 in the Well. Now I just need to handle the squatters who put Sasha in MedBay.
