The easiest way to start this tale is to find the fishermen's hut in Toyotama where Shino and her father live.
Is a woman crying nearby? She might need help.
You can also learn about the problems of fishermen by talking to people you meet while exploring the world.
People have been telling strange stories of creatures attacking fishermen in Akashima. I'll investigate and find out what's happening.
Go to a place where fishermen live and talk to a woman who is hiding in one of the huts. She is convinced that they were attacked by a demon. Her father who went looking for the monster didn't come back so you'll decide to look for him.
A woman says she heard screams and splashing in the river, and believes a kappa took her father from the riverbank. She spoke of the kappa with such certainty, maybe she's speaking the truth. Demon or not, I'll find out what happened to the man.
Examine tracks on the platform. You can also examine half-eaten fish but it's optional.
Go to the other side of the river and find the footprints on the riverbank.
Follow the tracks along the river bank to the north. At some point you should see a corpse lying on the riverbank. Examine it. It's Shino's father.
A few steps further on, you'll find more tracks. This time leading westwards to a nearby grove. When you get there, it will all become clear. It wasn't a demon but a group of bandits who attacked Shino and her father.
Killing five bandits shouldn't be a big challenge for you. When you do that, search their corpses and find a flute that belonged to Shino's father.
Go back to Shino and tell her the sad news about her father. You will also hand her the flute you found and then this tale will be over.
