This tale will be unlocked when you complete the "Silent Death" tale.
(3 of 4) The Mongol warlord Altan has gone into hiding somewhere in Otsuna prefecture. We must draw him out by eliminating his local ally known as the Black Wolf. I'll meet Yuna along the coast, then we'll take down this Black Wolf and force Altan's hand.

Yuna will be waiting for you near Yoshinaka Bay. Talk to her and you'll learn that the Black Wolf also enslaves children. She'll ask you to let her kill him herself when you find him.
Our effort to draw the warlord Altan out of hiding brought us to the Black Wolf. Another local slaver, but whose horrors rival Altan's - the Black Wolf trades in children. Yuna was sick, shaken to her core. When we find him, there will be no mercy.
Go with Yuna towards the bay. On your way there you'll spot a single Mongol standing by the bonfire. Kill him.
Go ahead down the road until you reach the encampment where several Mongols are camped. Kill them all.
There will be no the Black Wolf among them. You'll come to the conclusion that he's probably hiding on a nearby Mongol ship.
Get into a row boat docked nearby and you will automatically sail to the ship.
Once you're aboard, you'll be attacked by several Mongols.
When you defeat them, the Black Wolf will come. You will talk for a while and then Yuna will kill him.
Then you will set the ship on fire to send another message to Altan, and you will automatically return to shore where you will talk for a while about what the Black Wolf said. It's the end of this tale.
