You will receive this quest once you complete the quest "Rathdown Build Up" and then reach Athlone.
Restoring the Trade Post at Athlone will provide access to ale.

Kill all the enemy soldiers you come across in the area.
The note you need to read you will find lying on a barrel standing on the dock near the river.
To get the deed, you must go to the small camp located on the island north of the trading post.
The simplest solution would be to rally the place.
You will find the deed in one of the chests in the camp.
Return to Athlone and use the wooden board to restore the trade post.
