Talk to Azar and you will learn that Konstantinos, who hurt her so much, came to Ireland. Eivor will offer her help in revenge.
His boat can be found in Dublin Bay. It stands by the shore so you can go there on foot or on horseback.

Then attack Konstantinos. After you deal enough damage to him, he will surrender and you will be able to tie him up.
Deliver Konstantinos to Azar (you can use your horse), and carry him into her house.
Eivor will leave the building and allow Azar to carry out her revenge. This will complete this quest.
