To start this quest you have to talk to Almira after you reach The Nameless Isle.
Almira has asked us to recover the two pieces of the Swornbreaker, which can be found somewhere on the Nameless Isle, according to the tablet we retrieved. We should keep watch for these items.

Take Haft of the Swornbreaker from the chest located in The War Room.
We found a long haft - part of the Swornbreaker.
Blade of the Swornbreaker drops from The Great Guardian (lvl 17). He is in the hidden section of The Council Academy called Arena of the Ages.
We found a curved blade - part of the Swornbreaker.
We now have both parts of the Swornbreaker - we should bring them to Almira.
We gave the Swornbreaker to Almira. After restoring and using it, she will be free of the Covenant with the God King. She promised that we can count on her as an ally, when the final confrontation is near at hand.
We told Almira that we will restore the Swornbreaker ourselves, and took the tablet back from her in order to carry out the process.
Combine Ancient Stone Tablet, Blade of the Swornbreaker and Haft of the Swornbreaker. You will create The Swornbreaker (Two-Handed Axe).
