This quest becomes available after you've completed quest "Reporting on East Anglia" or "Reporting on Oxenefordscire" (upon completion one of these?). Randvi will inform you that Svend has died in his sleep, and Tove has taken the loss hard.
Svend has passed away, leaving Tove adrift and seeking guidance.
