Moving the rack will reveal a window through which you can enter the building.

Destroy the lock on the door, take the jar...

Then destroy the boards in the ceiling and climb up.

Bracers. Raven-aligned gear. The chest is located on the upper floor of the church tower. To get there you need a key that lies on a bench on the south side of the church.

Use the key to unlock the door and enter the tower. Then lower the ladder and you will be able to get to the upper floor where the chest is located.
