The Big Finish Assassin's Creed Valhalla Quest
Group: Asgard / The Fate of the High One
This quest begins as soon as the "Forging a Bond" quest is completed, when Freyja informs you that the Builder has completed the tower.
The speedy buildup of Asgard's defenses breeds suspicion and desperation.

2. Speak to the Builder
Talk to the Builder. He will demand his queen.
After a while Tyr, Thor and Freyja will also come to the tower. What you say does not matter much. When the Builder finds out that Freyja will not be his wife, he will refuse to complete the construction. You and the Loki will decide to find his magic paint and finish the tower by your own.
3. Search for the Builder's paint
Loki noted activity south of the Tower. Find the entrance to the cave, destroy the wooden barrier and go inside. Inside you will come across two guards from Jotunheim. Kill them.
Help Loki to force open the door to the next room and kill a few Jotunheim warriors who will attack you.
Take any of the paint crates.
4. Bring the Builder's paint to the tower
Return with the crate to the tower.
You will finish the last runes on your own...
...and then the Builder will reveal his true face.
5. Defeat the Builder
Your opponent has a weak point, it is top of his head. One of the ways to defeat him is to just keep avoiding his attacks until he uses the attack which propels you into the air. Once you are in the air, time will slow down a little and you should use your bow and aim at his head. If you hit his head, he will be stunned and you will be able to inflict serious damage on him. Then repeat the entire phase.
You can also look for the white glowing orbs which pops up from time to time. You need to quickly interact with such orb and that will give you a power boost for a limited time. When you hit the Builder when your character shines, you will knock him down for a sew seconds.
When you take away half of his health bar, the second phase of the fight will begin. The builder will be calling up barriers with which he will try to trap you.
When you defeat him, you will make a showy execution.
You will then talk to the other gods and tell them what you intend to do. You want to go to Jotunheim.
6. Use the gate to Jotunheim
Go to Heimdall's Tower and enter the gate to Jotunheim. You will return to Valka's hut this way, and the "In Dreams…" quest will continue.
