You will only receive this quest if there is no brewery in your settlement yet. Otherwise you will receive "The Case of the Missing Ale" quest.

Build a brewery to ensure a proper Yule feast.

To begin Build a Brewery you must first complete Yule Festival.

Quest stages of Build a Brewery

To build a brewery your settlement must be at least on level 2 and you need 600 Supplies, and 45 Raw Materials.

After completing Build a Brewery you will get or will be able to get The Case of the Missing Ale.
