Go to the Bridge Alliance Camp. The guard watching the entrance will inform you to go to the camp commander.
Enter the Quarters of the Outpost Officer and ask the captain of the outpost what happened to the Queen. He will inform you that the queen died during the transport to the camp, and that her body is still in the camp because he received orders to keep it. He won't mind if you ask him to see the Queen's body.
Go to the Infirmary. The doctor you meet there will tell you where the queen's body is.
Siora will decide she has to take her mother's corpse to have it buried. However, the captain of the outpost informed you a little earlier that he had received an order to keep the queen's corpse so it could be a problem.
Unexpectedly, the doctor will come to your assistance. He considers the captain a traitor and will tell you about some documents that may help you to convince him to hand over the corpse.
You can go back to the captain and try to convince him to hand over the queen's body.
Go to the Barracks and read the letter lying on the table. Unfortunately, that is not enough and you have to look for other evidence. You'll find it in the chest standing nearby. To open the chest you need a key or a skill (Lockpicking 1). In the chest you will find another letter from which you will find out about the camp captain's secret meeting.
The key lies on the chests standing by one of the tents in the camp.
Go to the meeting place.
Approach the large tree you read about in the letter you found in the chest.
Go over the nearby rocks and crouch. When you do that, the dusk will come.
Approach the commander of the outpost and the smugglers. You will be attacked by them and you will have to defeat them in a battle. When you do that, the commander will surrender and agree to hand over the queen's body.
Go back to the Queen Bládnid's Abode and talk to Eseld. She will inform you of the agreement the Queen is said to have made with Thélème. Siora doesn't really believe in it and she'll decide to verify it.
After completing this quest, you will be able to play the quest Promises set in stone.
