Go and talk to the Guard Vendor.
As a result, you can choose between the following options:
If you fail to convince the vendor to return the goods, you will have to go to the back of the building and collect the goods by force defeating the opponents you meet there. In this case, your reputation with the Congregation of Merchant will drop by 1 point.
Once the merchandise is recovered, you'll have to go to the Coin Guard Barracks.
The quartermaster will have another assignment for you. Deliver the recovered cargo to the island.
Go to the port and ask Captain Vasco for help on the merchandize.
There are several guards in the building who will attack you when you enter the building unprepared. So it's best to find a costume to make them think you're one of them before you go inside. For details on where to find this disguise, see the Heretic hunt quest description.
The office is located on the upper floor. Go in there and make the necessary changes to the ship's log.
The easiest way to get rid of them is when you have a disguise. Then just walk up to them and tell them you've come to replace them.
Another solution is to prepare a drink laced with sleeping pills for them.
To prepare such a drink you need the right talent (Science 1) and two ingredients.
You can buy the ingredients from a merchant.
Inform the porters that they can take your crates to the warehouse and your Coin Guard reputation will increase +2.
Go to the Coin Guard Barracks in New Sérène and talk to Quartermaster Manfred about goods shipped to Serene. He will tell you that the modification of the manifest might have fooled a quarter-master, but it won't fool the port authority. So you have to locate and mark the merchandise crates.
Two warehouses will be marked on the map. The crates you are looking for are located in Warehouse A.
If you still have the Sailor's Coat, put it on and then you will be able to enter the warehouse through the back door without being disturbed by anyone. Examine and then mark the crates. You'll find weapons in the crates.
Go back to the quartermaster and inform him of your finding. He will give you 100 gold coins and your Coin Guard reputation will rise (+1). He will also ask you for another favor.
After completing this quest, you will be able to play the quest The man with the silver coin.
