The easiest way to start this mission is to go to Tsutsu and talk to a lone woman.

Talk to a lone woman standing in front of her house in Tsutsu. She will ask you to recover the food that the bandits have stolen from her. She'll also ask you not to hurt the bandits.
Bandits stole food from a lone woman in Tsutsu. When I promised to recover her food, she asked me to not harm the thieves. I made no promises.
Go to the nearby forest where you will find a bandit camp and some bandits. If you listen to their conversation, you will find out that the woman didn't tell you the truth about the bandits stealing her food.
You can kill the bandits, because as soon as they see you, they will attack you. But you can also wait for the right moment and try to sneak into their camp...
...and then take the rice that is there.
Return to the woman and give her the rice you acquired. You'll talk to her for a while about her lie and the quest will be over.
