You unlock this quest after completing the main mission "TThis Old Cove." Once you capture Great Inagua, you receive your hideout there, and the butler Bernard Woodhouse introduces you to rebuilding the estate and the settlement.
Edward restores the Manor to its former glory while helping the villagers out.
Hideout Restoration - You must restore 7 buildings in the village, two of which can be further upgraded later (optional).
Manor Upgrades - In this case, you must make three upgrades.
After restoring all the required buildings and completing the three levels of estate upgrades, return to Bernard Woodhouse, who will be waiting for you on the hill overlooking the settlement. This will end the quest, and you will receive a new legendary outfit as a reward for its completion - Edward the Legend Outfit.
