It's in one of the buildings in Techiix.
7. Scan evidence from kett handler on Voeld
8. Speak to Hayer / Raeka about your findings
9. Search Rand Lon's apartment
Enter the apartment and scan big plant, dust traces and personal terminal.
10. Leave Rand Lon's apartment
You will meet Rand Lon outside.
11. Go to the navpoint on Elaaden
12. Scan the ground
13. Follow the tracks
Follow the footprints to the scavengers camp.
14. Defeat the scavengers
15. Help Saelen
"You both used me" or "He wasn't working alone".

16. Speak to the imposter in Kadara's caves
He is in the Draullir Cave.
