Nakmor scouts have reported that many of Elaaden's scavengers take refuge in a flophouse hidden in a canyon. A concentrated population of troublemakers might be cause for concern.
To start this quest you need to talk to Injured Krogan Scout in New Tuchanka - Elaaden.

Mission objectives of The Flophouse
1. Investigate the flophouse
Entrance to the Flophouse.
2. Enter the command center
Be ready for many enemies on your way to the command center, including hydra. Be ready to disable the security alarms asap.
2.1. The Security Alarm
If an alarm is triggered. Deactivate it to stop the reinforcements coming.
2.1.1. Use the security console to disable the alarm
The "blinking" security consoles are inside the nearby buildings. If i'm not mistaken, you can even use the same console twice.

2.2. Optional: Access the secure storage room
This objective will activate when you approach near one of the terminals or the door to the storehouse.
There are a lot of containers in the locked storage room so it's worth checking. To unlock it you need to find and deactivate three control terminals.
2.2.1. Find and Deactivate the Code-Locked Consoles
2.2.1.1. Optional: Disable all security terminals (x3)

Console is in the small room on top of this building (building is at the same ground level as command center).

Console is in the room on upper level of this building.
3. Override the security station
Find the console in the building shown in the sccreenshot below and use it.
4. Hold your ground until the security can be hacked [02:00]
Kill the incoming enemies for 2 minutes.

5. Clear out the command center
Go back to the command center, kill all the enemies at the first floor then go upstairs. More enemies and the boss are waiting for you there.
6. Defeat the leader of the flophouse
Kill Strogjaw Grog.
7. Eliminate defenders
Kill other opponents in the room.
8. Clear the flophouse of scavengers
Use the console.
