You can start this mission when you speak with Commander John Tuala during the main mission "The Old Neighborhood".

Step one of joining the Vanguard - register at one of the terminals in the Orientation Hall inside MAST.
Take the elevator to the Vanguard Orientation Hall and use the terminal you find there.
I've registered for the Vanguard. I can now either explore the United Colonies "Orientation" displays or head straight to the exam.
You can go straight to the exam, or you can watch and listen to the presentations on historical events arranged along the way. To activate them, press the red buttons on the posts.
Then get on the elevator located on the other side which will take you to the room with the flight simulator.
All right. Exam time. Sounds like I need to enter one of the piloting simulation chambers to kick things off.
After entering the simulator, sit at the pilot's seat and then the test will commence. To pass it you must destroy at least three waves of enemy ships. When you manage to do so then you can get out of the simulat
Sounds like I'll need to take down at least three tiers of enemies in order to pass the piloting exam. Time to show the Vanguard what I've got.
Success! I passed the Vanguard piloting exam! Time to speak to Commander Tuala to figure out what comes next.
Return to the lobby and talk to Commander Tuala. He will analyze your results and let you know about the oath you need to make. You can choose whether to do it right away or put it off until later.
Apparently there's an oath I need to take before I can start working with the Vanguard. Commander Tuala said I should follow him so he can administer it.
The commander will go outside the building. Follow him.
I should speak to Commander Tuala so I can officially start working for the Vanguard.
When he stops then talk to him and swear an oath.
When you do this you will receive your first probationary assignment - "Grunt Work". This mission will end and you will receive rewards for completing it - 250 XP, 3000 Credits.
I've taken my Vanguard oath and received my probationary mission - transporting a communications repair suite to Tau Ceti II. Once I've completed that, I'm in.
After completing this mission, you will be able to play the mission Grunt Work.
