To start this quest you need to talk to the Native merchant who you can find in New Sérène. He will ask you to help him understand why soldiers are confiscating his goods.
Go to Coin Guard Barracks and ask Quartermaster Manfred about the island merchant. He will tell you that in order to be able to sell goods in the city a patent is needed.
For a patent, go to the Governor's Palace and talk to the Diplomatic Affairs Advisor. Tell him about the island merchant. He'll tell you that it takes a long time to get a patent.
Go to the top floor of the palace and talk to Mr de Courcillon. Ask him for help in convincing the minister and he will give you a letter of recommendation.
Then go back to the Diplomatic Affairs Advisor, show him the letter and he will give you the patent.
Go back to the merchant to give him the patent. He will inform you that the soldiers took his goods again and this time they also arrested his cousin.
Go to Coin Guard Barracks, talk to Quartermaster Manfred and ask him about the fate of the merchant's cousin. He will inform you that the cousin of the merchant is currently in prison.
Go down to the basement and talk to Gaoler.
He will inform you that the prisoner was sent to the arena and that the confiscated goods are located in a neighbouring room.
The entrance to the Coin Arena is located in the basement of the Coin Tavern. To get down to the basement you will have to pay a fee of 25 gold coins.
Enter the arena, speak to Arena Master and ask to fight alongside the Hunter Prisoner.
In the arena, you will fight without your companions. Just you and the hunter. One bandit and two beasts will be your opponents.
After the fight, the hunter will thank you for saving his life.
When you leave the arena, you will automatically return to the merchant. He will thank you for what you have done for him and suggest you to meet the leader of his village.

Go to Glendgnámvár and enter King Ullan's House. Speak with Ullan about the new merchant of New Serene. He'll thank you for your help and ask you for another favor.
After completing this quest, you will be able to play the quest A peculiar alliance.
