In order to get this quest you need to complete Pay the Ferryman quest and then you must visit the Hades's Palace.
Charon mentioned Hades's Palace was an excellent place to start undoing some of the chaos Alexios created in the underworld. There he met an unlikely ally to help clean up the mess.

There are three groups of enemies in the palace. Hades' guards will help you fight them.
After you've killed all your opponents, you'll have a meeting with an old acquaintance - Elpenor.
