Where Hope is Built Starfield Mission

This mission starts automatically after the conversation with Mikaela Waggoner that takes place at the end of the mission "Deputized". Emma concludes that you should return to Akila City and report what you have discovered to the marshal.

To begin Where Hope is Built you must first complete Deputized.
Objectives of Where Hope is Built
1. Go to Akila City / Talk to Daniel Blake
After confronting mercenaries on Montara Luna who were trying to intimidate a farmer off her land, I'm returning to Akila City to report to Marshal Blake.
Return to the Rock in Akila City and report to Marshal Blake. He will draw some conclusions and give you your next assignment.
2. Go to Polvo's orbit
My first assignment as a Freestar Ranger is to learn why the First mercenary company is threatening farmers. To do that, I'll need to find them. My best lead is the ship the mercs on Montara Luna were using, which was stolen from the HopeTech factory on Polvo.
Travel to Valo System > Planet Polvo's orbit. Once you reach the orbit, you will hear a help request coming from the Nia Kalu's Ship.
3. Board Nia Kalu's ship / Talk to Nia Kalu
Board the ship calling for help.
You will find the injured Nia Kalu in the cockpit. She will tell you what happened here and she will ask you to help her repair her ship.
4. Repair Nia Kalu's ship
You need to repair three different ship parts located on different decks. To do so, all you have to do is approach them and interact with them.
5. Talk to Nia Kalu
Go back to Nia and talk to her again. You will learn from her where the outlaws who attacked her headed.
6. Go to Miatha
Return to your ship and travel to the orbit of the moon Miatha.
7. Destroy the outlaw ships
Once you reach the orbit of the moon then you will face a battle with three enemy ships. Destroy them all.
8. Go to HopeTown
Travel to planet Polvo and land at HopeTown.
9. Talk to Nia Kalu
After landing on the planet, enter the building and talk to Nia who will be waiting for you inside.
10. Follow Nia Kalu / Talk to Ron Hope
My investigation into the mercenary company called the First continues. In HopeTown, Ranger Nia Kalu has offered to introduce me to HopeTech's founder and CEO Ron Hope. I need to learn what he knows about the theft of the starship that the mercenaries on Montara Luna were using.
Nia will take you to Ron Hope with whom you need to talk.
One of the things Ron cares about is maintaining discretion and keeping a good reputation.
11. Listen to Cosette's Report
At some point, a staff lady will enter the room who has information about the stolen ship. Listen to what she has to say.
12. Talk to Nia Kalu
My investigation into the mercenary company called the First continues. After meeting with HopeTech's founder and CEO Ron Hope, I learned that the stolen ship was spotted on Neon.
Talk to Nia one more time. She will provide you with the name of your contact in Neon. This will end this mission and you will receive 250 XP, some credits and a new mission - "Shadows in Neon".
My investigation of the mercenary company called the First continues. After meeting with HopeTech's founder and CEO Ron Hope, I learned that the stolen HopeTech ship I found on Montara Luna was also spotted on Neon. Finding the starship thief is my best hope for tracking down the First and finding out why they're trying to seize farmland.
After completing Where Hope is Built you will get or will be able to get Shadows in Neon.
