Top Secrets Starfield Mission

This mission starts automatically once you've completed the previous Ryujin mission - "Maintaining the Edge". Imogene will inform you that the time has come to meet her boss, that is Ularu Chen.
Prior missions
To begin Top Secrets you must first complete Maintaining the Edge.
Objectives of Top Secrets
1. Meet Ularu Chen
Imogene said her boss, Ularu Chen, would like to see me about my next assignment. I need to report to her office on the Executive Floor of Ryujin Tower and find out the details.
Return to the elevator and take it to the previously unavailable floor - "Executive Offices".
Go up the stairs to the top level. When you enter the reception area you will be chatted up by Maeve sitting behind the desk.
2. Talk to Maeve
On my way to Ularu Chen's office, a woman asked if she can help me. I should talk to her and let her know I'm here to see Ularu.
Approach Maeve and talk to her. Preferably give her the details she wants from you and then she will inform you that you have to wait until Ularu finishes the previous meeting. Imogene will also arrive on the scene to attend your meeting as well.
3. Wait for Ularu Chen
Ularu Chen is wrapping up a meeting. I should wait until she's finished before approaching her.
Just wait a while until Ularu finishes talking to Genevieve Monohan.
4. Meet Ularu Chen
Ularu Chen wrapped up her meeting so I am finally free to talk to her and find out what she has planned for me.
Approach Ularu and she will tell you what your next task will be, this time more challenging. Afterwards, Imogene will give you some details that will be needed to complete it.
5. Travel to Cydonia on Mars in the Sol System
I need to travel to Cydonia on Mars in the Sol system. From there, I need to find one of Ularu's contacts, Simon Ryczek, and negotiate a deal for the information he has.
Travel to Sol System > Mars and land at Cydonia.
6. Rendezvous with Simon Ryczek
I need to find one of Ularu's contacts, Simon Ryczek, in Cydonia and negotiate a deal for the information he has.
Enter Cydonia and find Simon. Talk to him and during the conversation use the phrase Imogene mentioned to you earlier that is "Razor derby is the real sport."
He will demand payment for the information he has. You will be given the following options:
- You can pay him 10,000 credits right away.
- You can try to persuade him. If you succeed, he will reduce the amount he asks for to 8,000 credits.
- You can agree to do a side job for him. - In my opinion, this is the most interesting way.
- You can also kill him and take from his corpse the items you need. This solution, of course, has negative consequences such as fighting with guards, arrest or a bounty on your head.
- If you have Andreja as a companion, you can use her to intimidate Simon and then he will lower the price to 4,000 credits.
7. Find The Datura in Saturn's Orbit
This part of the mission will take place as long as you decide to complete the side job that Simon offer you.
Simon offered a side job in exchange for the information he has: to kill a woman named Malai Liskova and bring her gun back as proof. Her ship, the Datura, is in orbit around Saturn.
Head to the orbit of Saturn.
Once you get there you should notice a ship - Datura - that will try to contact you. You can ignore it and just attack it or start a conversation with it.
7.1. Destroy the Datura / Retrieve Malai's Gun for Simon
I need to destroy the Datura to kill Malai Liskova and bring her gun back to Simon as proof of death.
If you decided to destroy Malai's ship then just do it...
...and then take Ember from its remains.
I need to retrieve Malai's gun, Ember, and bring it back to Simon in Cydonia in exchange for the information he has on Project Dominion.
7.2. Talk to Malai Liskova
I've accepted Malai's hail. Perhaps she will hand over the gun and I won't have to kill her.
If you decided it was worth talking first then answer the call. Tell her what you came here for and that you are looking for an alternative solution and then she will invite you aboard her ship.
7.3. Dock with the Datura / Retrieve Malai's Gun for Simon / (Optional) Kill Malai Liskova
Malai agreed to hand over her gun, Ember. I need to board her ship, the Datura, in order to get it.
After docking to Malai's ship, go to the flight deck where you will meet Malai. Talk to her.
I need to retrieve Malai's gun and bring it back to Simon in Cydonia in exchange for the information he has on Project Dominion.
You will talk for a while until you finally learn that the reason she allowed you to board her ship was just a trick to make it easier for her to take over your ship and goods. You will be faced with a choice of what to do:
- You can try to persuade her to abandon this plan. If you succeed, she will hand over Ember to you and you will be able to leave her ship or even if you decide that you want to do so, kill her.
- You can attack her and kill her. Then you will have to take Ember from her corpse.
If you board Malai's ship and kill her then you can seize her ship, The Datura.
7.4. Return to Simon in Cydonia
Now that I have Malai Liskova's gun, Ember, I can give it to Simon in Cydonia in exchange for the information he has on Project Dominion.
Return to Simon and tell him about the completion of his task. He will let you keep Ember and then give you: Audio: Stanley McMillan, File: Stanley McMillan, and Untraceable Storage Slate.
8. Read Stanley McMillan's File
Simon gave me information on a man named Stanley McMillan. I need to examine the slates to see what I can learn in order to get my hands on Project Dominion.

9. Listen to the Audio File

10. Retrieve the Project Dominion Files
I need to get my hands on Project Dominion. I have to find a way to access Stanley McMillan's computer in the Deimos Staryards Corporate office and download the files to the untraceable storage slate.
Go to the room on the other side where the Stanley's Computer is located, make sure no one can see you, and hack it (Novice Lock). Then choose Deimos Staryards Presentation > Project Dominion > Hack it (Novice Lock) > Download Files.
11. Return to Ularu at Ryujin Tower
I've obtained the data on Project Dominion. I need to return to Ularu Chen at Ryujin Tower in Neon to give her the information.
Return to Ryujin Tower in Neon (Volii system / Volii Alpha) and proceed to Executive Offices floor. Talk to Ularu and give her the slate. She will decipher the data and read it. She will then instruct you to go with her to Masako.
12. Follow Ularu
Ularu was shocked to learn that Infinity LTD has information on Project Dominion. I need to follow her to Masako's office where she'll deliver the information.
Follow Ularu to Masako's office and wait for her to report to Masako what you have learned.
13. Talk to Masako Imada
Both Ularu and Masako are concerned over the Project Dominion leak. I need to talk to Masako about the situation.
Talk to Masako and you will learn that she suspects that there is a mole in Ryujin Industries. She will task you with finding it. You will receive rewards for completing this mission and another mission - "Background Checks" - will automatically begin.
Due to vital information I recovered, Ryujin Industries has learned that Infinity LTD stole confidential technology called Project Dominion. Masako believes this means there's a mole within the corporation.
After completing Top Secrets you will get or will be able to get Background Checks.
