You will receive this mission when, while exploring Akila City, you come across two girls. One of them will be Annie Wilcox who will try to get your attention.
While walking in Akila City, I overheard two girls talking and they called for my help. I should talk with them.

Objectives of The Great Laredo Caper
1. Talk to the girl
Talk to the girl and you will learn from her about the thief who is robbing Laredo Firearms Factory. She will ask you to help catch him red-handed.
2. Apprehend the Laredo Arms thief at midnight
So Annie Wilcox thinks there is a thief stealing things from the Laredo Firearms Factory. She says the thief has regularly been stealing around midnight.
In order to be able to continue this mission, you must wait until roughly midnight. To do this, you can sit on a nearby bench...
...and use the option to skip some time. The best time to aim for is between 11 PM and midnight.
Then go near the factory and after a while you should notice a suspect who is trying to slip away.
3. Confront the Thief Suspect
As Annie Wilcox said, there is indeed a suspicious character I found outside the Laredo Firearms Factory. I should talk with him.
To confront the suspect simply approach him. After a moment, an Akila City Security will show up and apprehend the thief.
4. Report back to Annie Wilcox
Annie Wilcox's hunch was right - indeed there was a thief and Akila City Security has picked him up. I should let Annie know about the good news.
Annie has moved to another location. You will find her in The Rock building where she is together with her mom, Emma Wilcox. Inform her that the thief has been caught and then you will receive 50 XP and credits and this mission will end.
It turns out being a "Ranger Surveillance Assistant" is more than an honorary rank. Annie Wilcox has helped in catching a real thief. Her mother is both proud and worried.
