You can start this mission while doing the mission "Primary Sources". When Theresa Mason tells you about her problem then offer to help her solve it.
Theresa Mason suspects that some of her customers might be planning to rob the UC Surplus. I should talk to her and find out what I can do to help.

Objectives of Suspicious Activities
1. Speak to Theresa Mason
When you are ready to help Theresa Mason then talk to her again and you will receive further information from her.
2. Find the suspicious people outside the UC Surplus / Eavesdrop on the conversation
Theresa asked me to find the thieves and see if I can figure out what they're planning. I should go to the UC Surplus and listen in on their conversation.
Find the two men Theresa mentioned. When you get close enough to them then the mission objective will change to the next one - you need to eavesdrop on them.
I found the thieves outside the UC Surplus. I should listen in and see if I can figure out what they're planning.
Just stand patiently and wait for the men to finish their conversation.
3. Report back to Theresa about the planned robbery
Those two men are definitely planning to rob the UC Surplus. I should report what I've learned back to Theresa at Kay's House.
Return to Theresa and inform her of what you have learned. She will want you to report it to the authorities and thus prevent a robbery. You can do so, of course, or you can deal with the thieves on your own.
4. Report the planned robbery to Officer Endler
Theresa asked me to report the robbery to Officer Karson Endler at UC Security in the Well. I should head to the office right away.
If you decide to report the burglary to the authorities then go to the UC Security Office and tell Karson Endler about the robbery. The report will be successful no matter which option you choose.
5. Confront the thieves
I can stop the robbery myself. I need to take care of the thieves before they have a chance to rob the UC Surplus.
If you decide to solve the problem on your own then go back to the thieves and talk to one of them, Issac Strum. Tell him you know about their plans.
If you then tell him that you will report it to the authorities, he will try to bribe you not to do so. He will offer 2,000 credits. Accept his offer and they will drop their plans and you will get a little richer.
If you seek confrontation during the conversation then after a while you will be attacked by them.
6. Kill the thieves
The thieves heard I was trying to stop them and attacked me. I should get rid of them before they do the same to me.
If you push the thieves too hard they will attack you and you will have to kill them.
7. Report back to Theresa
I should talk to Theresa about what happened with the thieves.
Return to Theresa and inform her of what happened. If you reported the robbery to Karson Endler then Theresa will be happy, the mission will end and you will receive 50 XP and 4300 Credits.
If you have solved the problem on your own, but peacefully, and convinced the thieves to drop their plans, Theresa will be happy, the mission will be over, and you will receive 50 XP and 4300 Credits.
If you killed the thieves then she will be upset with you. The mission will end and you will receive 50 XP and 1200 Credits.
I talked to Theresa and let her know what happened with the thieves.
