You will be able to start this mission some time (approx. one day) after you complete the mission "A Tree Grows in New Atlantis". The activity "Speak with Kelton Frush" will then be listed in your mission log.

Objectives of Out On a Limb
1. Talk to Kelton Frush
Kelton Frush will be in the same place as before. He will ask you for another favor.
I've once again met Kelton Frush, the botanist from MAST. He's struggling to gather more data on the phenomenon with the tree in New Atlantis, and has asked for my help.
2. Talk to Emilio Hadek / Get Slate off Emilio
I've agreed to help Kelton Frush by talking to his co-worker, Emilio, about getting some additional data on trees in New Atlantis.
You will find him nearby by one of the other trees. He will agree to give you the data if you help him. Agree to help him and then you will get the opportunity to persuade him to give you the data right away. If you succeed, you will be able to return to Kelton. If not then you will have to fulfill his request.
Another way to get the data is to steal it, but you must have the right skill for that (Social > Theft), or to kill Emilio and take the data from his corpse.
3. Delete Files from the Terminal
Emilio Hadek insists that before he'll hand over the data I need, I must delete his personnel file from the MAST network. I need to access the terminal in the Chief Engineer's apartment in New Atlantis.
Head to the Orion Tower Residences floor. The apartment you need to get into is locked (Novice Lock) so you need to unlock it first, for which you need Digipicks.
Access the Chief Engineer's Terminal > Personnel Files > Hadek, Emilio - BioScience Division > Purge All Files.
4. Talk to Emilio Hadek
I've fulfilled my end of the bargain and deleted Emilio's personnel files. Now I just need to get the data from him.
Return to Emilio and inform him that you have cleared his records In return you will receive from him the data you need for Kelton.
5. Deliver data to Kelton Frush
I've acquired the data that Kelton Frush needs, and should deliver it to him.
Return with the data to Kelton to give it to him. This will conclude the mission and you will receive the reward for completing it - XP and Credits.
I was able to get the data from Emilio for Kelton. He's going to look over it and see what he can find out about the tree.
Just as it has happened before, your mission log will be updated with a new activity - "Check in on Kelton later". After about one day in the game, this activity will change to "Speak with Kelton Frush" - You will then be able to talk to him again and start one more mission - "Late Bloomer".
After completing Out On a Limb you will get or will be able to get Late Bloomer.
