This mission can be unlocked by following the "Talk to the Bartender at Viewport" activity. Such an entry should appear in your journal soon after you arrive at New Atlantis located on Jemison in the Alpha Centauri system.

Objectives of Distilling Confidence
1. Speak to Nyssa Marcano
Find the Viewport building, it is located in the same city district as the space port and talk to the barmaid - Nyssa Marcano. Ask her about her business and then she will ask you to retrieve a certain cargo for her.
2. Access Secure Storage
Nyssa Marcano has asked me to help acquire some cargo from off-world. It's being held in secure storage at the spaceport. I'll need to figure out a way to retrieve it.
The warehouse where the cargo is stored is located right next to the landing pad. It is guarded by a man named Emin Macar who will stop you as soon as you approach him.
The simplest solution would be to persuade him to let you go inside. This should not be difficult to achieve.
If you fail the persuasion test then there is a computer terminal next to the door. Wait until Emin turns his back on you and the guard patrolling the area walks away and hack it to open the door to the warehouse. It's a Novice Lock but you need a digipicks to do it.
3. Retrieve Nyssa's Package
Once you get to the warehouse then just take the Package for Nyssa from the crate that is standing there.
4. Speak to Nyssa Marcano
I've managed to acquire the cargo that Nyssa Marcano needs, and should deliver it to her.
Return to the bar and inform her that you have successfully recovered her cargo. Nyssa will thank you and you will receive rewards for completing this mission - XP, Credits, and Supernova.
I've delivered Nyssa's cargo. Hopefully now she can complete her recipe.
After completing Distilling Confidence you will get or will be able to get Liquid Assets.
