This mission may appear in you mission log when you overhear about it from an Akila City guard passing by. If you don't want to wait until it happens then you can just go to the place where Ngodup Tate is staying and talk to him. He will offer you to sell two Akila City properties. To start this mission tell him you're not interested and then say "Nice to meet you. Goodbye".
A guard said that Mr. Tate has been trying to help the people of the Stretch. I might be able to lend a hand.

Objectives of Blast Zone
1. Talk to Mr. Tate
Go and talk to Ngodup Tate. He will offer you to sell two Akila City properties. Tell him you're not interested and then say "Nice to meet you. Goodbye". He will then ask you if you can operate a mining laser. When he finds out that you can, he will ask you to help him clear the area of rocks. Agree to help him.
2. Clear out the hard rock on Tate's land (x/6)
Ngodup Tate wants me to break up some hard rock on a prospective build site for low income housing. It's a good cause, and it's a chance to use a mining laser again.
When you agree to help him, he will give you a Cutter and you will be asked to destroy a total of six hard rocks located near the eastern gate of the city. Use the Cutter and destroy these rocks.
Note: There is a chance that the game will glitch at this point and in places where the rocks should be, they will not be there. In that case, you can fly to Venus (Sol System), sleep there (in bed on your ship) for ~1 day and then return to Akila City. With a bit of luck the rocks may show up and you will be able to complete this mission. In my case it worked, maybe it will help you too :-)
3. Report back to Ngodup Tate
I've broken up all the hard rocks at Ngodup Tate's build site. I should tell him the job's done.
After smashing all the rocks, return to Ngodup Tate and inform him that the area has been cleared. This will complete the mission and you will receive 55 XP and some credits.
Ngodup Tate's dream of building affordable housing for the poor people in the Stretch is one step closer after I broke up some problematic rocks for him.
