To begin The Headman you must first complete The Tale of Lady Masako.
Quest stages of The Headman
1. Meet Masako at Golden Temple
Lady Masako will be waiting for you at Golden Temple. Talk to her and you'll find out how she's going to find the next person on the list of conspirators - Sadao. She wants to use his brother Hachi for this purpose.
Lady Masako has tracked one of the conspirators behind her family's slaughter. His name is Headman Sadao, a once loyal servant of clan Adachi. Sadao is hiding in Ariake, but Masako has located his brother and believes trailing him will lead us to the deceitful snake.
2. Follow Masako / Search for Hachi
Follow Masako, and then, when you get to the place where Masako says Hachi should be somewhere close, go down the road. After a while you should see Hachi's cart.
3. Trail Hachi's cart
Follow Hachi's cart and after some time he will reach a crossroads where he will meet with a few bandits.
4. Follow Masako
Together with Masako, go to the nearby rocks and listen to their conversation. Then you will come to the conclusion that you should continue following the bandits instead of Hathi.
5. Trail the men on horseback
Staying hidden, follow the men on horseback. Luckily, they won't ride fast. You'll eventually get to the Woodcutter's House.
6. Speak with Masako / Search for Sadao
Come up to Masako who's watching the buildings from behind the rocks. After a short conversation, Masako will come out of hiding and attack the bandits.
Help her get rid of her opponents. You can first eliminate a few of them with a bow, then come closer and use your sword.
7. Speak with Masako / Speak with Hina
When you've eliminated all the enemies, go up to Masako and talk to her. She'll tell you that there's someone else in the building. Go inside to find Hina, Sadao's wife. After a short conversation, during which you won't hear anything of value from her, you will decide to take her to the Adachi Clan estate and this tale will end.
After completing The Headman you will get or will be able to get The Husband.
