To start this quest you must first reach Toyotama, so you have to complete "A New Horizon" main tale. You also have to visit Umugi Cove, and this means doing the first part of "A Message in Fire" quest.
(5 of 9) Lady Masako has gone to Umugi to look for the other conspirators who killed her family. Umugi Cove is home to smugglers, ronin, and thieves. The perfect hiding place for a traitor.

Quest stages of The Fool
1. Travel to Umugi Cove / Travel to entrance of Umugi Cove
Once you have visited Umugi Cove, you can find Lady Masako near the bridge and the beginning of the path that leads to the town from the east side. Talk to her and you'll learn that she managed to track down the person who supplied the weapon used in the massacre of her family.
Masako has tracked a conspirator to Umugi - a man by the name of Omura. When he's found, she'll have her revenge, but the hunt is starting to wear her down. I don't know what will become of her if she continues to push herself this hard.
2. Follow Masako
Follow Masako to the nearby hill where you will wait until dusk. Then two men will appear, probably sons of Omura. After a short talk, they'll split up and you'll have to follow one of them.
3. Trail the brother
Stay on the cliff, go through the tall grass and then walk over two fallen tree trunks.
Use the grapling hook to jump to the other side and wait there until the man, who will stop for a while, moves on.
Climbing over the rocks, go to the other side, where you'll have to go down for a while.
A little further you will be able to use the grapling hook again to climb higher and then climb over the rocks to reach the roofs of the buildings in town from where you will be able to watch the man safely.
When the man gets to the town, he will stop by one of the buildings to talk to someone for a while and then move on.
When he reaches the northern part of the town, he will run towards the house there, and you will not have to follow him anymore.
Note: Of course, you can choose a different route, for example you can walk on the other side of the canyon or just down the canyon.
4. Speak with Masako
Masako will be waiting for you on a rock overlooking the house where the brothers met. You'll tell her what you found out.
5. Follow Masako
Go after Masako. You'll come up to the rock from behind which you can listen to what the brothers are talking about. After a while, they will set off to meet the man who hired them and you will decide to follow them.
6. Trail the brothers
Keeping a safe distance, trail the brothers who will follow the footbridge behind the house towards the coast.
A group of men will be waiting for them there. You will start watching them and after a while you will witness that both brothers will be murdered. Lady Masako will come out of hiding and attack the bandits.
7. Defeat the bandits / Loot the bandits
Get rid of all the bandits and then search their corpses. You will find a note.
Regarding Omura
You are to meet a man named Omura in Umugi cove. He means to blackmail me. Kill him.
I am moving funds from Kushi and will pay you upon successful completion.
8. Speak with Masako
Talk to Masako. She found another note.
Regarding Payment
There's no need for threats. I will gladly bring payment to Umugi in exchange for your silence.
Until then, know your discretion is appreciated and that you will be generously compensated.
Based on the information from the letters you found, you will come to some more conclusions about the person who caused the massacre of Clan Adachi. Then this tale will end.
