This tale will be unlocked once you visit Umugi Cove in Toyotama. You will have to go there while doing "A Message in Fire" main tale.
A woman in Umugi Cove is calling out for her daughter. I'll find out what's happened.

Quest stages of A Thief of Innocence
1. Investigate location
When you are free to move around the town, you will be able to approach and talk to the woman calling for help. She will tell you about her missing daughter and you will decide to help her find her.
A mother is missing her daughter. It's been days - and though I hate to admit it, her daughter is likely dead. But this woman reminds me of my own mother, holding on to hope. Such determination has won wars. Perhaps I can find her daughter.
2. Investigate Kuma's disappearance
Talk to three men. One of them is sitting by the campfire and the other two are in the dojo. Unfortunately, you won't get valuable information from either of them.
3. Speak to the ronin at the dojo / Follow the ronin / Speak with the ronin
Your investigation will draw the attention of a ronin who apparently wants to tell you something. When he comes to you, talk to him. He will suggest you to go to a place where you can talk in private. Follow him. When you get there, you'll hear from him that someone offered Kuma a job at the Numanaka Inn.
4. Search for the Numanaka Inn / Find Kuma / Speak with Kuma
Travel to the Numanaka Inn. When you get there, you'll see that it's occupied by a group of bandits. There are a lot of them, but they are ordinary bandits so they shouldn't be a big challenge.
Once you kill them all, head to the upper floor of the inn and talk to Kuma. She will tell you that the bandits forced her to help them rob people. They made her wait by the road and call for help. You will decide to take her to a safe place.
5. Lead Kuma to safety / Speak with the ronin / Defeat Kuma's captor
Get out of the building and go towards the waypoint. Just outside the gate you'll see tied up Kuma's mother, and a ronin. Talk to him and then you'll realize it's the same man who was sitting by the campfire in Umugi Cove. You'll start a duel.
When you defeat the ronin, approach the women. They will thank you for your help and this tale will be over.
