To unlock this tale you should meet Lady Masako in the main story, so you should complete "The Tale of Lady Masako" tale.
Lady Masako was fighting the invaders at Komoda Beach. I should join her fight.

Quest stages of A Mother’s Peace
1. Look for Masako at Komoda Beach
Travel to Kiyomori's Landing. There you'll find Masako fighting a few Mongols. Help her kill them and then ask her what she's doing here.
She'll tell you she came here to find her two sons who were fighting in the battle. You offer to help her find their bodies.
2. Follow Masako
Follow Masako to the beach and after a while you will find a fallen soldier with the banner of the Adachi clan.
3. Search for the Adachi banner / Speak with Masako
A little further on, you'll find two more Adachi banners and more warriors.
4. Follow the Adachi banners / Speak with Masako
Follow along the beach. On the other side of the small hill you will find the corpse of a close friend of the Masako sons, which means they should be somewhere close.
5. Follow Masako
Follow Masako. She'll find her sons soon. They were hanged.
You will decide to bury them.The journey to Ariake isn't safe so you'll decide to bury them somewhere nearby. Masako will suggest a nearby lighthouse where her sons liked to play when they were young.
6. Follow Masako / Defeat the Mongols guarding the lighthouse / Defeat the Mongol reinforcements / Speak with Masako
Follow Masako. She will lead you to Komoda Lighthouse.
You'll come across a large group of Mongols there that you'll have to kill. You'll also have to get rid of the reinforcements that will arrive as soon as you defeat the first group.
Once you do that, nothing can stop you from burying the sons of Masako, which will end this tale.
