Go to the Abandoned Waste Dump in The Mire and enter the cave.
Move forward. Inside next chamber you will meet two deathclaws. Find the elevator and use the Secure Access Panel.
I've found Sam Blackwell's bunker. Now I just need to figure out how to get inside.
