You have to uncover and kill: Brison, Podarkes the Cruel, Rhexenor the Hand, Iobates the Stoic, Kodros the Bull and Kleon the Everyman.
You will receive a clue (Scroll from Phidias's informer) about the location of this Cultist after completing the Escape from Athens quest.
Brison can be found in the Salamis Marble Quarry on Isle of Salamis. (south part of Attika).

One of the clues (Letter to Brison) about this Cultist drops from Brison. In order to find this Cultist you should complete the Perikles's Symposium quest and return to your ship / The Adrestia. Then you will receive a new quest - Trouble in Paradise, which will encourage you to visit the islands of Mykonos and Delos. In the follow-up to this quest - Hades, Meet Podarkes, you will confront Podarkes the Cruel (he is the leader of Silver Islands).

You will face Rhexenor the Hand in the main story / odyssey quest A-Musing Tale. You will find him in Weapon Storage in Athens.

A clue (Mercenary's Instructions) about this Cultist drops from a random mercenary (?) killed at The Arena.
Iobates the Stoic is the leader or the Hephaistos Islands and can be found on the Lemnos island.

One of the clues (Letter to Podarkes) drops from Podarkes the Cruel. Another clue (Job Offer) drops from arena champion Titos, the Rock of Athens. You will face Kodros the Bull in quest Chip on Your Shoulder. He is the Leader of the Petrified Islands.

The first clue (Letter to Brison) about this cultist drops from Brison. The fact that Kleon the Everyman is one of the Cultists will eventually be revealed to you at the beginning of the the main story / odyssey quest - The Resistance. You will face him in quest We Will Rise.
