This is the second quest you do for Opía Apito. You will be able to start it once you complete "The Taíno Assassin" quest. To do so, head to Grand Cayman and speak with Opía, who is waiting for you at the docks.

Follow Opía. Along the way, she will explain her next problem to you.
Go under the nearby thatched roof...
...and sit on the bench to blend in and listen to the conversation between the two fishermen.
Head to the western part of the settlement, as that is where the person you are looking for is located. You can use Eagle Vision to help locate him.
Once you get close enough to him, he and his two companions will head toward the harbor.
You don't need to worry about being spotted. Just follow them, and you will learn about a document held by the King of the Fishermen.
At a certain point, the King of the Fishermen and his companions will split up. Keep following the king, and when he stops, pickpocket him to obtain the Bill of Sale. This will complete the quest and unlock the next one - Right-Hand Man.
