This quest starts when you and Ciri come to Dandelion's tavern in Novigrad after you've dealt with Imlerith and completed the "Bald Mountain" quest.
Ciri's spirits were high after killing Imlerith, but Geralt knew this fight had been but an appetizer before the full course of battle still to come. As part of their preparations, Geralt and Ciri rode to Novigrad, where Triss and Yennefer were trying to reconvene the Lodge of Sorceresses. Avallac'h was waiting there as well, and had his own ideas how to tip the scales of victory in our allies' favor during their final confrontation with Eredin...

Prior quests
To begin Final Preparations you must first complete Bald Mountain.
Quest stages of Final Preparations
1. Talk to Avallac'h.
Go to the room on the top floor of the tavern and talk to Avallac'h. You'll get another quest from him - Through Time and Space.
2. Talk to Triss.
You should talk to Triss, who you will find in one of the rooms on the first floor of the tavern and then complete the "Blindingly Obvious" quest.
3. Talk to Yennefer.
Talk to Yennefer, who you'll find sitting at the table in Crippled Kate's brothel and help her free Margarita from Oxenfurt prison - The Great Escape.
4. Wait for daylight. / Help Ciri take care of her business in Novigrad.
To help Ciri take care of her business in Novigrad you have to complete the "Payback" quest. To start it, go to the Gildorf market square where, during the day, you will find her when she wants to buy something at one of the local stalls.
5. Meet Yennefer and the Lodge of Sorceresses at Dandelion's inn.
This objective wil appear once you complete the "Payback", "Blindingly Obvious", and "The Great Escape" quests. Go back to Dandelion's tavern and get to the top floor. You'll meet Ciri there who will tell you that Margarita and Philippa want to talk to her.
You'll have two choices. Which option you choose will affect the end of the game.
- Going wih you. - This choice will push you towards the "negative" ending of the game. You will go inside with Ciri and witness how Margarita and Philippa will want Ciri to join the Lodge.
- You'll do fine on your own. - This choice will push you towards the "positive" ending of the game. Yennefer will join you and together you'll wait outside until Ciri leaves the room. Yennefer won't be able to stop herself from eavesdropping.
Then you will all go to rest. If you've romanced with both Triss (you have a romantic scene with her at the end of "Now or Never" quest) and Yennefer (you have a romantic scene with her at the end of "The Last Wish" quest), the next morning you'll be awakened by Yennefer and Triss who will have a proposition for you. You'll get a new quest - It Takes Three to Tango.
6. Quest completed.
Geralt and the sorceresses successfully gathered their allies and reconvened Lodge of Sorceress. Though many obstacles had threatened to block their progress, they had surmounted them all and emerged relatively unscathed. All the preliminaries were now finished - and the last battle against the Wild Hunt could commence.
After completing Final Preparations you will get or will be able to get It Takes Three to Tango and Battle Preparations.
