Marshal Daniel Blake directed me to speak to Ranger Emma Wilcox at the Rock in Akila City if I'm interested in joining the Freestar Rangers.
Enter the Rock building and talk to Emma Wilcox.
As a way of proving my worthiness to join the Freestar Rangers, Ranger Emma Wilcox tasked me with completing a mission from the mission terminal at the Rock in Akila City. She said I could choose any mission I wanted to, and I should report back to her when I complete it.
Use the nearby terminal, choose one of the missions and complete it.

When you complete the mission obtained from the terminal then return to Emma to inform her about it. You'll then move together to the marshal.
To join up with the Freestar Rangers, Ranger Emma Wilcox tasked me with completing a mission to prove my worth. I did so, and now I've come back to the Rock. I reported to Emma, and she took me to speak to Marshal Blake.
Marshal Blake will ask you one question and when you answer affirmatively he will designate you as a deputy. You will receive from him a badge, a uniform and a weapon, a Deadeye pistol. Emma Wilcox will become your follower.
Before you move on, in the hallway just in front of the entrance to the marshal's room you can find one of the magazines - Gunslinger's Guide 01 - so take it.

Travel to the moon of the planet Montara and land at the Waggoner Farm.
Talk to Mikaela Waggoner who you should find somewhere nearby. She will tell you about her problem and point out where you should start your search.
My first mission as a Freestar Ranger Deputy continues. I traveled to Montara Luna and met a farmer named Mikaela Waggoner who's being threatened by some men that want to take her farm. Ranger Emma Wilcox and I have set out into the nearby canyons to find them.
Follow the next mission markers and investigate the traces left by the ruffians. Along the way you will have to deal with some aggressive representatives of the local fauna.
Several pairs of boot tracks lead into the canyon ahead.
The boot tracks turn right along the canyon floor.
The tracks turn left.
The tracks veer slightly left.
The tracks continue further into the ravine.
The tracks will eventually lead you to a ravine where the bandits' camp is located.
Approach the leader of the ruffians. After a few words, you will be attacked by him and his comrades.

Return to the farm, the easiest way is to use the fast travel option.
Then tell Mikaela Waggoner what you have been able to determine. This mission will end, you will receive 250 XP and some credits and the next mission - "Where Hope is Built" - will begin.
