This mission starts automatically when you reach the end of the "Where Hope is Built" mission.
The stolen HopeTech ship that was being used by the First mercenaries on Montara Luna was spotted at the pleasure city of Neon. The thief remains my best lead for finding out what the First is up to, and I'll need to talk to Ranger Jaylen Pryce to begin the search.
Travel to: Volii system > Volii Alpha, and land at Neon / Neon Core.

Head to the Freestar Rangers Outpost building and talk to Jaylen Pryce. He will tell you about another man you should talk to.
My investigation into the activities of the First continues. Ranger Pryce is taking me to meet Billy Clayton, an informant who might have seen the stolen HopeTech ship and its pilot.
Follow him to Ebbside district. You will meet Bily Clayton near the entrance to Frankie's Grab & Go bar. To get the information you need you can try to persuade him. If you do not succeed you will have to help him solve his problem.
If you failed to persuade Billy Clayton to give you information or just decided to help him.
Billy Clayton saw the stolen HopeTech ship, but he's being threatened by a loan shark. I agreed to solve Billy's problem in exchange for information about the stolen ship's pilot.
Head to the warehouse. Find and talk to the Syndicate member which guards the entrance to the warehouse. To get the key you can pay him 1000 Credits or persuade him.
You will have three options:
Having dealt with the loan shark who was threatening Billy Clayton, I can now find out what Billy knows about the pilot of the stolen HopeTech ship.
Return to Billy to inform him that his problem has been solved. He will share information with you about the person you are looking for.
The pilot of the stolen HopeTech ship is named Grace Early, and she spends time at Madame Sauvage's in Neon. I need to find out what she knows about the First.
Head to the Madam Sauvage's Place bar and talk to Grace Early. During your conversation with her you will be able to test your persuasion skills, but even without that she will reveal to you the information you came here for. She will also give you an encrypted slate.
During my interrogation of Grace Early, I learned the names of two lieutenants in the First. She also gave me an encrypted slate, which I need to take to Alex Shadid for analysis.
Return to The Rock in Akila City and talk to Alex Shadid. Give him the encrypted Slate and ask for help with decoding it.
My investigation into the First's activities continues. I delivered the encrypted slate I got from Grace Early on Neon to Ranger Alex Shadid for analysis. Now the Marshal wants to see me.
Once again, talk to Marshal Daniel Blake. Tell him what you have been able to discover. This mission will end, you will receive 250 XP, some credits and two new missions.
My search for the First led me to Neon, where I tracked down Grace Early, the thief who stole the HopeTech starship I discovered on Montara Luna. From Grace I learned the names of two lieutenants in the First, Maya Cruz and Marco Graziani. She also gave me an encrypted slate, which I gave to Alex Shadid for analysis.
