This mission will be available after the completion of The First Shall be Last mission. When you return to your camp, one of the ladies will tell you that John Marston needs to speak to you. Find him and talk to him.
John will share his plan for a train robbery with you. For the plan to succeed, you'll have to steal the oil wagon - it'll be your job. After speaking with him, two such wagons will be marked on your map.
Following Mury-Beth's train lead, John and Arthur plan to steal an oil wagon to block the tracks.

Objectives of Pouring Forth Oil I-III
1. Steal an Oil Wagon
Two oil wagons should be marked on your map. One of them will probably be in Valentine and the other one in Heartlands Oil Fields factory.
Note: One of the wagons, the one from Valentine, can travel on roads between town and factory.
The wagon parked in Valentine is much easier to steal without raising an alarm. All you have to do is wait for the right moment until there is no witness nearby. But it is definitely too far away from the drop off location and you won't be able to deliver it in time, so steal it only if you don't care about earning a gold medal.
If you want to earn the gold medal, the you have to steal the wagon parked in a guarded area in the Heartlands Oil Fields factory, or a wagon traveling on the roads near that area.
Note: Before you try to steal the wagon you can try to silently kill the guard at the gate, which will make stealing the car much easier.
Wait until there are as few guards as possible in the area around the wagon, then hop over the fence directly behind the wagon. If anyone notices this, you have a few moments before they start shooting at you.
Get in the wagon, drive out through the gate and then gently to the right to the other side of the railway tracks. Then continue straight ahead towards your destination.
Most likely, a few guards will go after you. You must eliminate them before they kill you or cause the oil tank to explode.
2. Drive the wagon to the drop off location
Arthur steals an oil wagon to use in the train job being planned by John.
Drive as fast as you can to the drop off location and park the wagon next to the ruins of the burnt-out house. In order to earn the gold medal you need to do it within 1 minute and 45 seconds.
3. Tell John back at camp that the wagon is in position
Your horse is probably beyond the range you can call it from. If you do not want to return on foot, go to a nearby stable and use the option to retrieve your horse.
Go back to the camp and let John know the oil wagon is in its place.
John and Arthur discuss the final plans before the train job.
You'll settle the last details of the train robbery and John will leave to prepare for it. While waiting for a robbery you can complete a new mission that will become available - A Fisher of Men, or sleep until the next morning. When you do this, another marker should appear on the map in the place where you left the stolen wagon.
After completing Pouring Forth Oil I-III you will get or will be able to get An American Pastoral Scene (1 of 2), A Fisher of Men and Pouring Forth Oil IV.
