To start this quest you must first reach Toyotama, so you have to complete "A New Horizon" main tale, and then you should liberate the Koshimizu Farmstead.
(7 of 9) One of the conspirators in the Adachi massacre is hiding in Kushi. The territory is heavily occupied by Mongols. I need to meet up with Masako, so we can hunt down the traitor before the Mongols reach them.

Quest stages of The Thief
1. Search for Masako at Koshimizu Farmstead / Speak with Junshin
When you get there, you'll see Masako talking to Junshin. Talk to the monk first. He'll tell you that Masako is looking for someone and that he couldn't help her.
The conspirator Lady Masako is tracking in Kushi is different. Masako has been filled with anger and vengeance while pursuing her family's killers, but with this name, she's full of hesitation, even sadness. I wonder who they are.
2. Speak with Masako
Then speak with Masako who is chatting with the villagers on the nearby bridge. The person Masako is looking for has left the village with a few mercenaries so she will have no choice but to accept that you help her.
3. Follow Masako / Hide in the pampas grass closer to Mai
Follow Masako. On the way, she'll tell you who the thief who stole the heirlooms from her house is. It's Mai, their former servant, whom Masako cared about very much. When you pass the lake you will see Mai ahead on a bridge with some Straw Hats ronin. You get off the horses to discreetly approach them and overhear what they're talking about.
You'll hear that Straw Hats want Mai to give them the heirlooms she stole from Masako's house. After a while she and all ronin will head to the place where the heirlooms are hidden.
4. Follow Mai to the stolen heirlooms / (Optional) Defeat the ronin without being seen x 4
Mai and the ronin will walk across the meadow on the other side of the bridge. Killing ronin is optional, but that way you won't have to fight them when you get to the destination point.
You will be able to eliminate the first ronin when he stops for a moment to check the grave they will pass by.
A little further two more will stop to check the broken wagon. If you unlocked the "chain assassination", they shouldn't be a problem for you.
You have to kill the last one so Mai doesn't notice it. You will not be able to do this until they reach the clearing where the well is and Mai starts checking something inside it. Then, without leaving the tall grass, draw your bow and shoot him in the head.
5. Confront Mai / Defeat the ronin / Speak with Mai
When you come out of the grass to confront Mai, five more ronin will arrive from the other side and you will have to get rid of them. Once you kill all the mercenaries, approach Mai and Masako. Both ladies will clarify the misunderstandings between them and after a while you will head out to the place where Mai hid the heirlooms.
6. Follow Masako and Mai / Speak with Masako
On the way, Mai will give you some information about the person she serves. It won't be anything specific, but it will indicate that this is some kind of personal matter between that person and Masako. When you get near the bushes where Mai hid the heirlooms, Masako will ask you to bring them to her.
7. Collect Masako's heirlooms
Find the two boxes hidden behind the bushes and take their contents.
8. Speak with Masako
Return to Masako and talk to her. She'll be alone, and when you ask her about Mai, she'll tell you that Mai has gone home. He will also tell you that apart from Mai, she has never had an affair or an admirer and has no idea who is behind all this. After this conversation, this tale will be over.
