To start this mission you should find and talk to Grace Armstrong. This is one of the five missions thanks to which you will acquire a specialist needed to upgrade Prosperity.
The people of Hope County have lost many of their possessions to the Highwaymen. Among them is Grace's signature weapon. Get it back, along with some valuable materials that were stolen by the Highwaymen.

Go to the Buzzard's Hoard.
The weapon is located in the wagon which is in the main hangar. Open it and take the weapon. It's a saw launcher.
Eliminate all enemies. There will be quite a lot of them.
The materials can be found in three separate pink containers.
#1. You will find the first stolen materials inside a wagon standing on rails. Just open its door and enter it.
#2. To get to the second container, climb up to the top of the water tower and use the zip line. Then climb up on its roof and through a hole in its roof.
#3. The last of the three stolen materials can be found inside the hanging container. Climb on the structure next to it covered with vines and jump into the container.
Grace will be waiting for you south of the train yard.
